6 thousand cases will be addressed in 3 months
April 2, 2024. Starting today, the General Directorate of Migration and Foreigners has initiated an improvement process for the benefit of users of Foreigner Management, with the aim of resolving the accumulated requests presented by Investors, Rentiers, and Entrepreneurs.
The plan includes the compilation of an inventory of all pending cases, in order to ensure their prompt resolution in favor of users of migration services. For the implementation of this Immediate Care Plan, the staff has been reinforced by the incorporation of five legal professionals and the allocation of overtime hours in order to meet the goal of resolving all cases within three months.
It is important to note that this sector of foreign individuals seeking legalization in our country will undergo strict security checks such as INTERPOL records and other databases that guarantee, among other things, the suitability of applicants for residency as investors, rentiers, and entrepreneurs.
The increase in foreign direct investment in Costa Rica is accompanied by a greater number of requests through which these investments, rents, and entrepreneurship are intended to be materialized; therefore, it is strategic and necessary for the country to legalize these individuals in terms of migration in Costa Rica.
The investors who will be subject to this improvement plan are all those related to the acquisition of real estate or registrable assets, shares, securities, projects of national interest, or productive projects, venture capital funds, as well as sustainable tourism infrastructure projects.
The rentiers who will benefit from this Plan are those contemplated in Article 82 of Law 8764, related to persons who demonstrate an income from monthly rent exceeding two thousand five hundred dollars. And the entrepreneurs who will also be treated under this intervention modality are those contemplated by Decree 36576-G-COMEX.
The Immediate Care Plan adopted by the Directorate of Migration and Foreigners will start with the oldest cases and work towards addressing the most recent ones among a total of 6 thousand active cases, which are intended to be resolved in the next three months.

Since efficiency in migration public services is the best way to bring more of Costa Rica to the world and more of the world to Costa Rica, as stated by Mr. President of the Republic, Rodrigo Chaves.”
